The Fourth Expedition Fleet is one of the most advanced and furthest reaching fleets currently in service. Its flagship is the USS Venture Star, and its headquarters is Starbase 13 (nicknamed "Venture Station").

After the Battle of Vulcan and the loss of heavy losses suffered, a hole was left in the heart of Starfleet. A crisis of confidence swept through the admiralty when the encounter with the Narada proved how little the Federation truly knew about what's out there, and how ill-prepared and ill-equipped it had been to meet the challenges of the mid-23rd century. In the reorganizing that followed, whole new classes were introduced, much of it highly experimental. Ignorance of the unknown was found to be the greatest threat, and if Starfleet wished to prevent another Vulcan, a return of focus on discovery, pure research, and aggressive exploration was deemed essential. The fourth fleet, only recently launched itself, was selected to become the recipient to the new Starfleet that was being built at Riverside Shipyards, and to be its front line in charting the unknown. The fortuitous, though coincidental, loss of its flagship also meant that it received one of the most cutting edge vessels ever constructed to spearhead this effort.

With its fleet headquarters so close to the edge of the Galactic Barrier, it is the most remote fleet currently operating.
